A poured track is only as flat and as long lived as whatever sits under it. Most South Florida tracks run on asphalt, and asphalt here has a hard life. Anyone can hand over a fresh track. The question worth asking is who answers the phone in year three. These surfaces wear in patterns you can predict. Spikes chew the first metres out of a start, wheels scuff the entry gate, and the lane nearest the fence takes whatever the landscaper throws at it. All of that is repairable on a poured surface, because a damaged patch gets cut out, re poured and blended back into the field instead of being swapped like a tile. We book the window around your season and around the forecast, because pouring into an afternoon storm helps nobody.
Often yes, if the asphalt or concrete under it is still sound. That saves you the cost and the dumpsters of a tear out. Cracks get treated, soft areas get cut out and the base gets primed so the new layer bonds. If the base has failed underneath, we say so at the measurement instead of pouring a new surface onto a moving one.
