Five fixes ranked honestly, from a free rinse to a permanent light surface.
Hose the deck down before anyone walks on it. Evaporation pulls real heat out of the top layer and a wet slab is bearable for a few minutes. Then the sun takes it straight back, so you rinse again every time somebody climbs out of the pool. Move swimming to before 11 in the morning or after 4 in the afternoon, when the slab has not loaded up yet or has started shedding heat. Keep a bucket of water by the steps for feet. None of it costs a dollar and none of it changes the deck. On a 91 degree afternoon our crew still read 155 degrees on bare concrete. Free fixes are for the guests arriving today, not for the deck you live with.

Runners and rubber mats work on the line people actually walk, door to steps to pool. They also trap water, grow black mildew on the slab underneath, curl at the ends and turn into the thing somebody trips on. Lift them weekly or you peel a stained rectangle off your deck in the fall. Shade sails do more, because they remove the direct sun that loads the slab in the first place, and anything permanently shaded falls back toward air temperature. The price is your view, taking them down every storm warning, and posts anchored into the deck. Both are worth doing. Neither fixes the deck, they cover pieces of it. Tile read 134 degrees that same afternoon, and a mat only helps where the mat is.

Color and material decide the number, and you can change both without touching the slab. Our crew read 99 degrees on a light EPDM rubber blend the same 91 degree afternoon that gave 134 on ceramic tile and 155 on bare concrete. 99 is close enough to body temperature that people stand still on it instead of hopping. The layer goes over the concrete you already own, from 8 dollars per sq ft installed, 1 to 3 days on site, walkable after 24 to 48 hours. Pick a light blend. A dark one is a hot deck in a different material and we say that before you sign anything. Free measurement within 24 hours, fixed written price, 2 year workmanship warranty.

For about as long as it stays wet. Evaporation pulls heat out of the top layer, so a rinsed slab is walkable for a few minutes. Then it dries and climbs back up. It is a good trick right before the kids come out and a bad plan for a whole afternoon. It also runs your water bill up all summer.
Shade, if you have somewhere solid to anchor it. A sail over the walking side removes the sunlight that loads the slab, and anything out of direct sun drops back toward air temperature. After that it is runners along the traffic line. Both treat the symptom. The bare concrete underneath still read 155 degrees on our thermometer.
Lighter reflects more sun, so the thermometer reading drops. That part is real. What paint does not change is how fast the surface pushes heat into your skin, and concrete under paint is still concrete. We do not sell paint and we do not apply it. You get a better number on the gun and a foot that still comes off the deck fast.
Long before the number looks alarming. Children sprint across tile that read 134 degrees and stand still on rubber that read 99. We read surfaces with a thermometer and leave burn thresholds to doctors. What we will say is this. If the kids are hopping and you are hopping, the deck is the problem, and mats are not the answer.
All three readings and how our crew took them are in the pool deck temperature study.
